DEFINITION
SASUM takes the sum of the absolute values. uses unrolled loops for increment equal to one.

SX
SX is REAL array, dimension ( 1 + ( N - 1 )*abs( INCX ) )
INCX
INCX is INTEGER storage spacing between elements of SX
